This has led to a national education plan focused on ensuring educational opportunities and equality, improving education quality and standards, and fostering education for employment and job creation. This is within the context of a country and world driven by innovation and creativity, with dynamic societies that emphasize wisdom, continuous learning, and creating environments conducive to lifelong learning for citizens.

1. Serve as a knowledge repository to support teaching and research.
2. Act as a learning hub, enhancing access to knowledge using modern information technology, providing equitable services anytime, anywhere.
3. Be a center for education aimed at self-development and lifelong learning.
